Haitian presidential candidate Leslie F. Manigat took a strong lead over three rivals as the junta-run Electoral Council released its initial vote count from Sunday’s election. The council said that of 22,137 ballots counted, Manigat, a university professor, had 11,579 votes compared to 4,811 for Gregoire Eugene, 2,186 for Gerard Philippe-Auguste and 1,698 for Hubert DeRonceray. Six others shared the remaining votes. The results represented less than 1% of Haiti’s electorate of 3 million. But if opposition estimates that the turnout was no more 5% or 10% are accurate, these returns could be a sizable proportion of the votes cast.
