Voting on Auto Insurance Initiatives

With all due respect to Los Angeles City Atty. James K. Hahn, insurance rates, in the final analysis, will reflect the insurance company’s loss costs regardless of whether or not the insurance commissioner is appointed or elected (“Insurance Chief Should Answer to Voters,” Op-Ed Page, Sept. 22).
These loss costs will always be higher under the tort system than under a no-fault system.
Hahn, if he could, would mislead you into believing that rates in Miami are 40% less than in Los Angeles because Florida has an elected insurance commissioner. Nowhere in his article does he make the slightest reference to the fact that Florida has a no-fault system of insurance like that proposed by Proposition 104.
