Afghan guerrillas said they have captured another provincial capital in eastern Afghanistan. A spokesman for the seven-party resistance alliance based in Pakistan said guerrillas seized Mahmudi-Raqi, capital of Kapisa province, about 40 miles north of Kabul. There was no independent confirmation, and no word from the Soviet-backed government in Kabul. If confirmed, it would be the fifth provincial capital captured or occupied since Soviet troops began withdrawing from Afghanistan last May 15.
