New/Old Times: KCET Channel 28 has set Jan. 15 for the debut of a new local series, “Life & Times.” The five-day-a-week magazine program will be funded in part by a grant from the Irvine Foundation and will be hosted by Patt Morrison, John Ochoa and Hugh Hewitt. . . . Meanwhile, KCET will turn back the clock to “Those Fabulous Forties” for a 1940s-style big-band dance party next Thursday at the Palladium. Hal Linden will host and the music-makers will include Jack Jones, Toni Tennille, Doc Severinsen and an 18-piece orchestra. It will air on PBS in March.
