NEW APPROACH: One indicator of economic woes is a serious decline in sales tax revenue being returned to most Orange County cities. Most are down 5% or more. . . . But Garden Grove is fighting back. It’s trying to lure holiday shoppers by offering an incentive: If you spend enough of your Christmas dollars in participating Garden Grove stores, you can turn in your receipts for a Dec. 3 drawing. . . . The winner gets a $500 shopping spree.
