World IN BRIEF : YUGOSLAVIA : Fighting in Croatia Leaves 11 Dead

Fighting left at least 11 people dead in Croatia, and U.N. envoy Cyrus R. Vance criticized the Serbian and Croatian combatants for the breakdown of the latest cease-fire. The United Nations brokered the 14th truce on Nov. 26 in Geneva but has said it will not dispatch as many as 10,000 U.N. peacekeepers unless fighting halts. Up to 5,000 people have been killed since Croatia declared independence from the Yugoslav federation on June 25.
