Typhoon Skip swirled toward Vietnam after a rampage through the Philippines that left at least 191 people dead, 161 missing and more than 1 million in evacuation centers. While bracing for the typhoon’s approach, Vietnam was assessing damage from a separate tropical storm that ravaged the country’s southern region Sunday, leaving at least 20 people dead and destroying thousands of homes, Radio Hanoi said. Typhoon Skip, moving west at 10 m.p.h., was expected to strike southern Vietnam early today with peak winds of 75 m.p.h.
